The following was discussed:  
- Rule change still provides flexibility for Members to request meetings to  
be virtual when needed  
- Eliminates blanket requests for all meetings of a body to be virtual for an  
extended period of time--cannot request that a meeting be virtual any  
earlier than the completion of prior meeting of the same body  
- Wanting flexibility to join a meeting at any time virtually due to a  
Member's schedule fluctuating unexpectedly  
- Indirect cost and labor required by Clerk's Office  
- Intention of original rule was to allow flexibility of Members to attend  
virtually, but not to make every meeting virtual all the time  
- Rule originally created in response to COVID pandemic  
- Members can still request that a meeting be made virtual up until noon  
the day prior to the meeting  
- Question regarding the extra time required for virtual meetings--virtual  
meetings require two Clerks to run the meeting and in-person meetings  
require one Clerk  
- The Clerks are able to complete their work even when assisting in  
additional virtual meetings  
- Effectiveness as a Council is diminished by existing in a virtual world  
- Intention of virtual meetings was not for the convenience to allow  
Members to attend when traveling  
- Interacting with colleagues socially in-person during meetings and  
in-between meetings allows Members to get to know each other and that  
helps when difficult conversations are had during meetings  
- The Council is different from [the legislative bodies in] Frankfort and  
Washington D.C. because Members all live in Louisville and they get to  
know each other and interact with each other  
- Intention of amending rule further to eliminate virtual meetings entirely  
unless there is a pandemic or other major health threat  
- Pandemic created the change to allow for a virtual workplace  
- Camaraderie amongst Members not the same but the Council has  
continued to conduct business successfully during pandemic and via  
virtual meetings  
- Unlikely that there will not allows be someone that needs to attend  
meetings virtually  
- Proposed rule change being another layer to make Members accountable  
- Preference for a Member to attend a meeting virtually than not attend  
The motion carried by a voice vote and the Resolution was sent to Old  
Business.  
Adjournment  
Without objection, Council President Winkler adjourned the meeting at  
4:26 p.m.
