WHEREAS, numerous cities have produced documents to provide guidance to late night businesses on how to promote public safety, including Arlington, VA, Washington, DC, Providence, RI, Boston, MA, Nashville, TN, and many more; and
WHEREAS, these best practice documents are not binding on businesses, but rather provide important tools, resources, ideas, and information; and
WHEREAS, these best practice documents have proven to be an important tool in addressing public safety issues that are unique to late night establishments; and
WHEREAS, Louisville enjoys a vibrant late night business scene that is important to the city's identity and economy; and
WHEREAS, Louisville Metro Government is committed to supporting businesses operating in the late night space and to promoting the highest degree of safety at these businesses; and
WHEREAS, a Louisville late night safety best practices guide would provide important tools, resources, information, and advice to those operating late night businesses without imposing any obligations upon those businesses; and
WHEREAS, Louisville Metro Government may produce a best practices report, but any legal requirements for late night establishments would require the enactment of state or local legislation.

NOW, THEREFORE, BE IT RESOLVED BY THE LEGISLATIVE COUNCIL OF THE LOUISVILLE/JEFFERSON COUNTY METRO GOVERNMENT ("THE COUNCIL") AS FOLLOWS:

SECTION I: The Council urges Louisville Metro Government to produce a report detailing suggested best practices to promote public safety at late night businesses with extended hours liquor or malt beverage licenses...
