WHEREAS, the Louisville Metro Mayor is tasked with the responsibility under Kentucky Revised Statute ("KRS") 91A.030 to prepare a budget proposal together with a budget message "in the form and detail as is prescribed by ordinance" and submit the budget proposal to Louisville Metro Council at least thirty days before to the beginning of the fiscal year;
WHEREAS, KRS 67C.103(13) and KRS 91A.030 grant Louisville Metro Council the responsibility to review and approve Louisville Metro's budgets and appropriate money, including the adoption of Louisville Metro Government's annual budget;
WHEREAS, every year Metro Council devotes the month of June to numerous committee meetings for careful review of the budget proposal along with testimony from various agencies and departments included in the Mayor's proposed budget;
WHEREAS, legislative bodies in many other communities have far longer than 30 days to consider executive budget proposals;
WHEREAS, Louisville Metro Council needs more than 30 days to receive input from the public and thoughtfully consider important allocations contained in Louisville Metro Government's annual budget;
WHEREAS, Louisville Metro Council amends Louisville Metro Code of Ordinances ("LMCO"), Chapter 30 to require that the Mayor present the annual budget proposal by the second meeting in April prior to the fiscal year.
BE IT ORDAINED BY THE LEGISLATIVE COUNCIL OF THE LOUISVILLE/JEFFERSON COUNTY METRO GOVERNMENT (THE COUNCIL) AS FOLLOWS:

SECTION I: A new section of LMCO Chapter 30 is hereby created as follows:
