A RESOLUTION ESTABLISHING PRIORITY AREAS FOR USE OF THE AMERICAN RESCUE PLAN CORONAVIRUS LOCAL FISCAL RECOVERY FUNDS ALLOCATED TO LOUISVILLE METRO GOVERNMENT.

WHEREAS, Metro Government has been allocated $388 Million in American Rescue Plan Coronavirus Local Fiscal Recovery Funds to be used to respond to the COVID-19 pandemic and economic needs, of which over $340 Million remains unappropriated (“ARP Funds”); and

WHEREAS, use of ARP funds shall require approval of the Louisville Metro Council, pursuant to Resolution 052, Series 2021, which became effective on July 8, 2021; and

WHEREAS, Metro Council and the Mayor have sought public input on priority areas for the use of the funds, in accordance with the Interim Final Rule promulgated by the Department of the Treasury, and have received several thousand suggestions and comments.

NOW, THEREFORE, BE IT RESOLVED BY THE LEGISLATIVE COUNCIL OF THE LOUISVILLE/JEFFERSON COUNTY METRO GOVERNMENT (“METRO COUNCIL”) AS FOLLOWS:

SECTION I:  The following are established as priority areas for the use of ARP Funds, with examples of potential outcomes and projects listed:

(A)                     Homelessness and Affordable Housing

Reduction of homelessness, through transitional housing, large-scale permanent supportive housing and other forms of affordable housing, particularly directed at Louisville’s lowest income residents, who have been disproportionately affected by the COVID-19 public health emergency.

 

 

(B)                     Workforce Development

Workforce development and coordination for adults and youth, to address negative economic impacts of the COVID-19 public health emergency.

 

(C)                     Healthy Louisville/Healthy Neighborhoods

Improving access to healthcare and childcare, including mental health/substance abuse/suicide prevention, and the promotion of healthier living environments in disproportionately impacted communities.

 

(D)                     Public Safety

Violence reduction, community safety, police deflection, technology.

 

(E)                     Premium Pay

Premium pay, as provided for in the Interim Final Guidance, for essential Louisville Metro employees.

 

(F)                     Public Health Contingencies

COVID-19 mitigation and prevention, and preparation for additional public health emergencies.

 

(G)                      Eligible Infrastructure

In the event that the federal government does not allocate additional spending for infrastructure, eligible infrastructure projects.

 

SECTION II:  The Mayor is requested to seek information and proposals in these priority areas from community partners, with the understanding that final approval for the use of the funds requires approval from the Metro Council.  

SECTION III:  In each of the priority areas, Metro Council expects to approve projects that promote equity and  make a sustainable, significant community impact, and minimize the use of ARP Funds for smaller projects which do not have the potential to make lasting change in the community, and requests the Mayor to seek information and proposals in keeping with that expectation. 

SECTION IV: The Mayor is requested to report to the Metro Council Budget Committee as soon as possible on other sources of federal and state funds for critical needs, including access to and affordability of broadband, and childcare services. 

SECTION V: This Resolution shall take effect upon its passage and approval.
