AN ORDINANCE EXTENDING THE TERMS OF THE INITIAL APPOINTEES TO THE CIVILIAN REVIEW & ACCOUNTABILITY BOARD.

WHEREAS, the Louisville Metro Council enacted LMCO § 36.70 et seq creating the Civilian Review & Accountability Board (CR&AB) and the Office of Inspector General (“OIG”) to promote police accountability; and
WHEREAS, the legislation envisions a working relationship between the CR&AB and the OIG; and
WHEREAS, LMCO § 36.71 provides for staggered initial board terms of one, two, and three years;
WHEREAS, following appointment by the Mayor and approval by Metro Council, CR&AB members’ terms officially began on March 25, 2021; and
WHEREAS, while the ordinance creating the CR&AB envisioned board members would be in place before an Inspector General was appointed, the search process for an Inspector General has continued far beyond what was envisioned when the initial CR&AB appointments were made.
NOW, THEREFORE, BE IT ORDAINED BY THE LEGISLATIVE COUNCIL OF THE LOUISVILLE/JEFFERSON COUNTY METRO GOVERNMENT (THE COUNCIL) AS FOLLOWS:
SECTION I: The term of each initial CR&AB member shall be extended by 365 days from the effective date of this ordinance. Members who were appointed to one-year terms shall serve until one year from the effective date of this ordinance. Members who were appointed to two-year terms shall serve until two years from the effective date of this ordinance. Members who were appointed to three-year terms shall serve until three years from the effective date of this ordinance.
SECTION II: This Ordinance shall take effect upon its passage and approval.
