I am primarily concerned with the proposed placement of the "Reconstructed Displaced Employee Parking" in the northeast corner of the development, which I believe will be a nuisance to the surrounding homeowners due to the increased exhaust fumes/noise from cars and other vehicles. In addition, I am concerned with the proposed placement of the berm so close to the surrounding homeowners, where I believe it could cause significant problems by funneling stormwater and other runoff directly into their backyards. Given these issues, I do not believe that Masonic Homes has met the substantive planning standards necessary to qualify for approval of the proposed development, and would respectfully request that it be denied. In addition, I do not understand from a procedural standpoint why the present application has been designated as a "Revised Development Plan," when the development plan it seeks to revise was applied for and approved as a "Revised Detailed District Development Plan." As you are aware, these two types of development plans are subject to different regulations regarding both the substantive planning standards necessary for approval as well as the applicable notice requirements, so I believe the present application should likewise be required to be designated and reviewed as a "Revised Detailed District Development Plan." Because I believe the present application may otherwise be procedurally improper, I would respectfully request that the application be denied on this ground as well. Thank you for your consideration.
