report including a detailed plan to build a new corrections facility intended to  
replace our current facility. The department should use their current  
deparment budget to fund this report. If they prove that they are experiencing  
a department budget shortfall that would not cover the cost of this report, the  
department shall make a request of Metro Council to fund that report via our  
current uncommitted funds."
