WHEREAS, following the Louisville Metro Planning Commission's ("Planning Commission's") recommendation, on August 10, 2020, the Legislative Council of the Louisville/Jefferson County Metro Government ("Council") passed Ordinance No. 084, Series 2020, approving the South Floyds Fork Vision Plan (the "Vision Plan") and its executive summary; and
WHEREAS, the goal of that Vision Plan is to ensure authentic, healthy, equitable, sustainable, and well-connected growth in the Floyds Fork area; and
WHEREAS, Community Form Recommendation 3(A) of the Vision Plan advised Council was to "Analyze and revise the Floyds Fork DRO [development review overlay] in its current state to eliminate redundancies, provide clear standards and to reflect current needs and conditions. The revision process should be inclusive and represent the diversity of the community;" and
WHEREAS, an inclusive process should engage all stakeholders, including homeowners, landowners, renters, environmentalists, developers, parks officials, water quality experts, adjacent business owners, outdoor recreation enthusiasts, and other groups impacted by growth in the Floyds Fork area; and
WHEREAS, the Floyds Fork Development Review Overlay ("DRO") is contained in Chapter 3, Part 1 of the LDC as part of the Floyds Fork Special District; and
WHEREAS, undertaking the review recommended by the Vision Plan is necessary and in the public interest; and
