TITLE
AN ORDINANCE IN SUPPORT OF LOUISVILLE METRO GOVERNMENT ADOPTING A TRAFFIC SAFETY INITIATIVE KNOWN AS VISION ZERO (AS AMENDED).

WHEREAS, since 2014 Louisville Metro Government has lost 931 citizens in traffic collisions on non-interstate, Metro roadways;
WHEREAS, Louisville Metro Government acknowledges there are structural issues within its roadways that might lead to fatalities or serious injuries;
WHEREAS, Louisville Metro Government aspires to reduce the number of fatalities or serious injuries on its roadways as a result of these structural issues;
WHEREAS, Vision Zero is a traffic safety initiative that aims to reduce traffic deaths to zero, prioritizes equitable methods of achieving this goal, and provides a system-based approach which focuses on the built environment and policies that influence behavior;
WHEREAS, Move Louisville, the city’s 20-year multimodal transportation plan, recommends Louisville Metro Government adopt Vision Zero, following the lead of many other U.S. cities benefiting from the safety initiative;
WHEREAS, Vision Zero aligns with Louisville Metro Government’s Complete Streets Policy, approved in Ordinance No. 128, Series 2019, by prioritizing vulnerable roadway users and encouraging a balanced approach to our transportation network; and
WHEREAS, Vision Zero, to be effective, requires a robust data framework just like the Complete Streets Policy, so the initiatives are likely to find increased efficiency through greater collaboration;
NOW, THEREFORE, BE IT ORDANIED BY THE LEGISLATIVE COUNCIL OF THE LOUISVILLE/JEFFERSON COUNTY METRO GOVERNMENT (THE COUNCIL) AS FOLLOWS:
Section I: Louisville Metro Government shall work toward a goal of zero traffic fatalities by 2050.
Section II: The Council directs the Department of Public Works to collaborate with Metro Council and other relevant departments of Louisville Metro Government, such as Emergency Services, Public Health and Wellness, Louisville Forward, and Louisville Metro Police Department, in updating the existing Vision Zero Louisville Safety Report 2013-2017 into a formal Vision Zero Action Plan, which will include an implementation plan and evaluation of performance measures.
Section III: Within twelve (12) months from passage of this Ordinance, and every twelve (12) months thereafter, the Director of Public Works shall prepare a report on the needs and progress of the Vision Zero Action Plan.
Section IV: This Ordinance shall be effective upon its passage and approval or otherwise becoming law.
