A RESOLUTION REQUESTING THAT OFFICE OF PLANNING CONDUCT DATA GATHERING AND ANALYSIS IN METRO COUNCIL DISTRICT 22.

WHEREAS, Metro Council District 22 contains significant portions of Bardstown Road and I-265 and represents nearly all of Fern Creek; and
WHEREAS, District 22 contains a mix of heavily developed areas along major commercial corridors with large swaths of low intensity residential zoning and uses; and
WHEREAS, Fern Creek is attractive for future growth and development, especially on both sides of Bardstown Road south of I-265; and
WHEREAS, parts of District 22 have significant environmental features that warrant consideration of appropriate environmental preservation and protection such as Floyds Fork, public and private parks, steep slopes, and flood-prone areas; and
WHEREAS, Bardstown Road experiences significant traffic delays on a daily basis, regularly spilling onto intersecting Metro roads, and further, rapid growth without appropriate infrastructure improvements would worsen the congestion and livability of the area; and
WHEREAS, there have been no major planning efforts for Fern Creek or District 22 in some time, and the District 22 Council Office wishes to explore what might be done to ensure future growth in the area is appropriate, intentional, and does not outpace what current and projected infrastructure improvements can support; and
WHEREAS, the first step of this planning process is gathering existing data for the District, including built, approved, and proposed development and infrastructure as well as environmental features and sensitivities. Once gathered, the District 22 Council Office, in coordination with the Office of Planning, can evaluate potential proactive planning options.
NOW, THEREFORE, BE IT RESOLVED BY THE LEGISLATIVE COUNCIL OF THE LOUISVILLE/JEFFERSON COUNTY METRO GOVERNMENT AS FOLLOWS:
SECTION I: The Office of Planning is hereby requested to assist the District 22 office in conducting data gathering and analysis of all portions of District 22, to include built, approved, and proposed development and infrastructure as well as environmental features and sensitivities.
Section II: This Ordinance shall take effect upon its passage and approval or otherwise becoming law.
