A RESOLUTION TO REQUIRE METRO COUNCIL TO PERFORM AN EQUITY REVIEW OF ITS OWN BUDGET PRIOR TO ITS ADOPTION. (AS AMENDED)

WHEREAS, Louisville Metro Government is committed to advancing racial equity; and
WHEREAS, the annual budget provides opportunities to assess and address equity issues in the operation of Metro Government; and
WHEREAS, in furtherance of that objective, in February of 2021, Metro Council enacted Ordinance No.19, Series 2021 requiring an equity impact statement to be completed by each Louisville Metro Department and to accompany the departmental budget beginning with fiscal year 2021-2022; and
WHEREAS, these departmental equity impact statements are required to include Equity Vision Statements, Equity Goals using a SMART framework, and Equity Key Performance Indicators; and
WHEREAS, Metro Council requested that these departmental efforts be undertaken using currently existing Racial Equity Assessment tools developed by the Louisville Center for Health Equity, or any tools that may later be developed or adopted for use within Metro Government; and
WHEREAS, Metro Council believes its own budget should be reviewed through the same lens being used to assess the equitable effects of expenditures and resource allocations of Metro executive departments.
NOW, THEREFORE, BE IT RESOLVED BY THE LEGISLATIVE COUNCIL OF THE LOUISVILLE/JEFFERSON COUNTY METRO GOVERNMENT (“METRO COUNCIL”) AS FOLLOWS:
SECTION I: Commencing with the 2022-2023 fiscal year and going forward, in the preparation of its annual budget, the Metro Council shall utilize the same equity assessment tools being used by Metro Government.
SECTION II: The Metro Council Committee on Equity and Inclusion shall create an Equity Vision Statement, Equity Goals, and Equity Key Performance indicators to guide Metro Council’s budgeting process and shall revise these guideposts as appropriate on an ongoing basis.
SECTION III: The Metro Council Financial Analyst shall use these tools in preparation of the annual Metro Council budget. The Committee on Equity and Inclusion shall review the Metro Council budget in a regular meeting prior to its annual Budget Committee hearing to insure it adheres to the equity guideposts created pursuant to Section Two of this Resolution. The equity review process shall not require any changes to the recommended amounts of NDF or CIF funding budgeted for each Council district.
SECTION IV: This Resolution shall take effect upon its passage and approval or otherwise becoming law.
