A RESOLUTION UPDATING THE STANDARD DESIGN GUIDELINES FOR LANDMARKS.

WHEREAS, per Louisville Metro Code of Ordinances (“LMCO”) §32.258, the Legislative Council of the Louisville/Jefferson County Metro Government (the “Council”), has the authority to adopt amendments to the guidelines used for each landmarks district and individual landmark;
WHEREAS, per LMCO §32.258(B), “Guidelines approved by the Commission shall be submitted to the Metro Council for review and adoption. The Metro Council shall adopt the proposed guidelines by resolution, or refer the guidelines back to the Commission for revision;”
WHEREAS, the Council approved updated Standard Design Guidelines pursuant to Resolution 39, Series 2024 (the “2024 Resolution”);
WHEREAS, subsequent to the 2024 Resolution, Louisville Metro was awarded a Certified Local Government grant from the Kentucky Heritage Council to hire a consultant to design the illustrated Standard Design Guidelines;
WHEREAS, the illustrated format of the Standard Design Guidelines includes graphics, illustrations, examples and additional explanatory information intended to improve clarity and usability for applicants, reviewers and staff;
WHEREAS, the illustrated format of the Standard Design Guidelines was reviewed by the Historic Landmarks and Preservation Districts Commission (the “Commission”) at a public meeting on August 20, 2026, where it was recommended for approval, and the minutes of that meeting were approved on September 17, 2026;
WHEREAS, the proposed updates to the Standard Design Guidelines have been submitted to the Council for review pursuant to LMCO §32.258;
WHEREAS, the Council has reviewed the proposed updates to the Standard Design Guidelines as well as the record established by the Commission; and
WHEREAS, the Council concurs in and adopts the updates to the Standard Design Guidelines as proposed by the Commission.
NOW, THEREFORE, BE IT RESOLVED BY THE LEGISLATIVE COUNCIL OF LOUISVILLE/JEFFERSON COUNTY METRO GOVERNMENT (THE “COUNCIL”) AS FOLLOWS:
SECTION I: The Standard Design Guidelines are hereby updated to include the illustrated format of the Standard Design Guidelines as shown in Attachment A.
SECTION II: This Resolution shall take effect upon its passage and approval, or otherwise becoming law.
