TITLE
AN ORDINANCE CREATING SUBCHAPTER 30.04 OF THE LOUISVILLE METRO CODE OF ORDINANCES ("LMCO") TO PROVIDE A REPORT TO THE LOUISVILLE/JEFFERSON COUNTY METRO COUNCIL FROM THE MAYOR ON ANY EXPENDITURE OVER $10,000 FOR THE ENTERTAINMENT OF GUESTS AT AN EVENT.

WHEREAS, KRS ? 67C.105(1) provides that all executive and administrative power of the government shall be vested in the office of the mayor, and;
WHEREAS, KRS ? 67C.103(13)(f) provides that among the legislative powers vested in the consolidated local government council, is the power to make independent audits and investigations concerning the affairs of the consolidated local government to include the affairs of the office of the mayor.
NOW, THEREFORE, BE IT ORDAINED BY THE LEGISLATIVE COUNCIL OF THE LOUISVILLE/JEFFERSON COUNTY METRO GOVERNMENT AS FOLLOWS:
SECTION I: The Louisville/Jefferson County Metro Government Code of Ordinances ("LMCO") Section 30.04 is created to read as follows:
The Mayor shall report to the Metro Council any expenses paid by Metro Government above $10,000 for the entertainment of guests at an event or series of events related to the same festival (i.e. Kentucky Derby). Said report shall include the following information about the expenditure: itemized expenses spent on the event; names of individuals and entities invited as well as those who attended the event; the express purpose of entertaining at the event; and any tangible outcome of the expenditure. The report shall be submitted to the Metro Council President no sooner than three (3) years and no later than three (3) years and three (3) months after the expenditure(s). The Metro Council President shall then send the report to an appropriate committee of the Metro Council for review.
SECTION II: This Ordinance shall take effect immediately after its passage and approval.
