A RESOLUTION APPROVING THE APPOINTMENT OF EDWARD HARNESS AS THE INSPECTOR GENERAL FOR LOUISVILLE/JEFFERSON COUNTY METRO GOVERNMENT.

WHEREAS, Section 36.78 of the Louisville/Jefferson County Metro Government Code of Ordinances ("LMCO") created an Office of Inspector General to perform the functions and responsibilities for investigation and review of the Louisville Metro Police Department, under the oversight of the Civilian Review and Accountability Board, as provided in 36.70 to 36.85; and
WHEREAS, LMCO Section 36.80 lists the types of professional experience that are preferred for candidates for Inspector General, including experience conducting criminal, administrative, or civil investigations, evaluating evidence, interviewing witnesses, and researching and report writing; and
WHEREAS, pursuant to LMCO Section 36.79, the Mayor created a search committee to select qualified applicants for the position of Inspector General, and the committee included the Chair of the Civilian Review and Accountability Board or the Vice Chair if designated by the Chair, and the President of Metro Council or a member of Metro Council designated by the President; and
WHEREAS, following an extensive search process, as required the search committee provided the Mayor with a list of three qualified applicants from which to appoint an Inspector General, and the Mayor has determined that Edward Harness should serve as Inspector General; and
WHEREAS, under LMCO Section 36.79, the appointment requires the approval of Metro Council.
NOW, THEREFORE, BE IT RESOLVED BY THE LEGISLATIVE COUNCIL OF THE LOUISVILLE/JEFFERSON COUNTY METRO GOVERNMENT ("THE COUNCIL") AS FOLLOWS:
