TITLE
A RESOLUTION REQUESTING THE PLANNING COMMISSION REVIEW THE LAND DEVELOPMENT CODE REGULATIONS WITH REGARD TO NEIGHBORHOOD MEETINGS.

WHEREAS, Neighborhood meetings are a critical part of the planning process serving to both inform citizens of proposals and allow for citizen input; and
WHEREAS, The Louisville Metro Council, Planning Commission, and Board of Zoning Adjustment all receive occasional comments and complaints about current neighborhood meeting requirements and standards; and
WHEREAS, The Louisville Metro Council believes that current neighborhood meeting standards should be reexamined in light of these comments and complaints, analysis of which should include consideration of the following:
i. Providing additional electronic notice for subsequent events concerning a proposal to individuals who attend a neighborhood meeting on such proposal and provide their information; and
ii. Increasing sign visibility by examining the size of signs, the writing on signs, and the color of signs; and
iii. Prohibiting neighborhood meetings on Federal holidays and Metro holidays such as Christmas Eve and Day, New Years Eve and Day, Derby, Oaks, etc.; and
iv. Requiring a new neighborhood meeting if, after the initial neighborhood meeting, the plan is changed to reflect a different proposed zone or CUP; and
v. Requiring neighborhood meetings be recorded via an audio system with at least two microphones (one for the applicant and one for the public).
NOW, THEREFORE, BE IT RESOLVED BY THE LEGISLATIVE COUNCIL OF THE LOUISVILLE/JEFFERSON COUNTY METRO GOVERNMENT AS FOLLOWS:
SECTION I: The Planning Commission shall undertake a review of the current Land Development Code and adopt amendments thereto to update neighborhood meeting requirements.
SECTION II: This Resolution shall take effect upon its passage and approval.
