WHEREAS, the Rules of the Council, Section 11.01 provide that the Rules may be amended by an affirmative vote of a majority of the members of the Council provided that notice of the vote is given at the previous meeting and appears on the agenda.
MOTION IS HEREBY MADE TO AMEND SECTION 5 OF THE RULES OF THE LOUISVILLE/JEFFERSON COUNTY METRO GOVERNMENT PERTAINING TO THE COUNCIL AS FOLLOWS:

SECTION I:

SECTION 5. MOTIONS, DEBATES AND VOTES

5.11, (i) To make a request to the Internal Auditor for review of the reasonableness of a financial impact statement. This request will not be granted if two-thirds of council members in attendance at a meeting of the entire Councilor at a Committee meeting vote against such request. A request that is made and granted shall automatically be tabled until either the review is complete or the expiration of 30 days, whichever occurs first.
To refer an ordinance pending before a Committee to the Internal Auditor for the preparation or review of a Financial Impact Statement. Such statement shall provide the Council with the unbudgeted costs associated with the implementation of the ordinance before the Committee. The motion to refer to the Internal Auditor shall be granted by the Committee unless 2/3 of the Committee members present vote against the motion. A motion to refer to the Internal Auditor shall not be in order at a regular Metro Council meeting. Ordinances referred to the Internal Auditor shall automatically be tabled on the Committee agenda until the next regular meeting of the Committee. A motion to refer to the Internal Auditor on the same ordinance at a subsequent Committee meeting shall be out of order.
