AN ORDINANCE ADOPTING THE LOUISVILLE WATERFRONT PARK PHASE IV MASTER PLAN REPORT AS THE OFFICIAL DOCUMENT GUIDING THE WESTWARD EXPANSION OF WATERFRONT PARK.

WHEREAS, Louisville Metro Government and the Waterfront Development Corporation commissioned the design firm MKSK to prepare the Louisville Waterfront Park Phase IV Master Plan for the westward expansion of Waterfront Park;
WHEREAS, the Phase IV site encompasses approximately 22 acres along the banks of the Ohio River from 9th Street to 13th Street and from the river to Rowan Street, and will connect the downtown core with the Portland neighborhood and West Louisville;
WHEREAS, the recommendations of the Phase IV Master Plan Report are the result of a twelve-month study process involving a broad range of constituents, stakeholders, and community leaders;
WHEREAS, the Phase IV Master Plan Report identifies key land use, circulation, landscaping, and design recommendations, including extending River Road west to Rowan Street to promote vehicular connectivity and access to the park; transforming the Interstate 64 structure into an amenity; improving surrounding infrastructure in anticipation of future development; and celebrating the historical and cultural significance of the Phase IV site, which dates back to the founding of Louisville;
WHEREAS, the Phase IV Master Plan report advances the goals of the Downtown Louisville Master Plan of promoting access to the riverfront, fostering the idea of "One Riverfront" linking Waterfront Park Phases I, II, and III, the Belle of Louisville, Belvedere, River Walk and Waterfront Park Phase IV, establishing a continuous green ribbon along the urban river corridor, and providing a variety of connections to the Ohio River from the downtown urban fabric;
