A RESOLUTION ENDORSING A KENTUCKY GENERAL ASSEMBLY BILL TO ESTABLISH A TAX CREDIT FOR QUALIFYING NOISE REDUCTION HOME IMPROVEMENTS.

WHEREAS, the City of Louisville has hosted the region's premier commercial airport at Standiford Field since 1947 (Louisville International Airport), and supported its subsequent expansion to become an economic engine for the state and surrounding area; and

WHEREAS, noise exposure maps produced in the course of FAA-approved noise compatibility studies and subsequent updates reflect noise contours in portions of the city that continue to exceed Federal standards; and

WHEREAS, those residing in the noise contour next to or below the Federal threshold for excessive average noise levels remain exposed to disproportionate event noise resulting from intensive nighttime operations; and

WHEREAS, a General Assembly bill request has been drafted to provide means for affected property owners to achieve at least limited interior noise relief, by awarding tax credits for qualifying noise insulation home improvements undertaken without Federal support.

NOW, THEREFORE, BE IT RESOLVED BY THE LEGISLATIVE COUNCIL OF THE LOUISVILLE/JEFFERSON COUNTY METRO GOVERNMENT (THE “METRO COUNCIL”) AS FOLLOWS:

SECTION 1.                     The Council wishes to express its unreserved support of the proposed measure to provide tax credits for qualifying noise reduction measures, and its commitment to participate in providing whatever background information, analysis and commentary is necessary to promote Committee and General Assembly passage of this measure.

SECTION 2.                     That this Resolution shall take effect upon its passage and approval.
