WHEREAS, the illegal use of opiates and heroin in our community has led to the increase of property and violent crimes in Louisville Metro and the surrounding counties;
WHEREAS, the Healing Place is a national recognized, long-term social model recovery program available for individuals suffering from substance abuse and addiction;
WHEREAS, the average age of the Healing Place client is 38 and the fastest growing population is 18-25 year olds;
WHEREAS, the Healing Place is the only open access community bed facility available in the greater Louisville Metro area for individuals who need help detoxing from drug abuse and addiction;
WHEREAS, the Healing Place detox beds service mostly Jefferson County residents; however, almost 30% of participants live in the surrounding counties;
WHEREAS, in 2015 the Healing Place detoxed 1,700 unduplicated individuals from Jefferson County and had 600 individuals complete their long-term residential program, which has a sobriety success rate of 75% a year after completion and there is an 88% decrease in incarceration among clients that successfully complete the Healing Place program;
WHEREAS, the Healing Place operates its program on less than $25 per day, per client, which saves approximately $75 a day if that person was incarcerated and much more than that if it were an insured bed;
WHEREAS, the Healing Place lacks adequate funding to accommodate the need in our community; as a result, the Healing Place turns away over 300 individuals every month who seek recovery from drug abuse at its facility;
