A RESOLUTION PURSUANT TO THE CAPITAL AND OPERATING BUDGET ORDINANCES, URGING THE PRUDENT USE OF BUDGET SURPLUS FUNDS TO HIRE SWORN PEACE OFFICERS AND IMPROVE PUBLIC SAFETY THROUGHOUT LOUISVILLE METRO.

WHEREAS, to address the continued heroin epidemic and 33% spike in overdose cases this year that impacts families and neighborhoods across Louisville/Jefferson County we must provide more resources to identify, pursue, and apprehend drug dealers and traffickers that sell illegal substances on our streets; and

WHEREAS, to refuse to repeat a deadly year that saw the worst homicide rate in our city in more than three decades; and

WHEREAS, to reduce the rise in violent and nonviolent crime seen across Louisville over the past two years, which correlates with increased drug-related crime and the thinning of police resources across our city; and

WHEREAS, to adequately impact the specific hotspots of crime identified by Louisville Metro Police by having more uniformed officers patrolling these areas and interacting with these communities to build relationships, trust, and goodwill between the public and Metro Police;  and

WHEREAS, to provide much-needed support across all eight divisions and 44 patrol beats that have seen their capacity regularly reduced by the immediate needs to triage crimes and hotspots outside their typical assignments; and
                     WHEREAS, to bring the number of Louisville Metro police officers per 10,000 residents (currently 18) in alignment with the ratios of our other peer cities (about 21);

BE IT RESOLVED BY THE LEGISLATIVE COUNCIL OF THE LOUISVILLE/JEFFERSON COUNTY METRO GOVERNMENT (THE COUNCIL) AS FOLLOWS:

 

SECTION I:  The Council calls upon Louisville/Jefferson County Metro Mayor Greg Fischer to designate at least $9 million in excess of the current appropriation or other to hire, train, and deploy at least 100 additional sworn peace officers within the Louisville Metro Police force for deployment across the eight police divisions.

SECTION II: This Resolution shall take effect upon its passage and approval.
