A RESOLUTION HONORING REV. JAMES W. ELLIOTT, SR. BY DEDICATING WILSON AVENUE FROM HILL STREET TO BEECH STREET TO BE NAMED “REVEREND JAMES W. ELLIOTT, SR. WAY” IN HIS HONOR.

WHEREAS, James W. Elliott, Sr. was born to Charles Elliott, Sr. and Gertrude Steele Elliott in Alabama on September 28, 1942, and grew up with twelve siblings;

WHEREAS, Rev. Elliott graduated from high school in Alabama with honors that included a work scholarship to Tuskegee Institute, the American Legion Scholarship, and the Trinity Alumni Scholarship;

WHEREAS, after studying at Tuskegee Institute, Rev. Elliott entered the Army where he served from 1964 to1968, spending much of that time at Fort Campbell, Kentucky;

WHEREAS, Rev. Elliott stayed in Kentucky after his service in the Army and studied at both the University of Kentucky and Simmons University where he received his Bachelor of Arts;

WHEREAS, since 1977, Rev. Elliott has served as the Pastor of the New Jerusalem Missionary Baptist Church, located at 2973 Wilson Avenue, where he encourages his followers to seek a high quality of life by being informed, enlightened, and involved in their community;

WHEREAS, Rev. Elliott worked for the Cabinet of Families and Children from 1994 to 2004, during which time he continued his graduate studies at Southern Baptist Theological Seminary and later received his online Doctorate of Arts in Divinity from Western A/C University;

WHEREAS, in 1974, Rev. Elliott started his own business, and with the help of others organized a business development group called the Kentuckiana Minority Business Association (“KMBA”) whose purpose was to explore and implement programs to motivate minorities to get involved in commerce throughout the community by promoting cohesiveness and support for one another;

WHEREAS, the KMBA was recognized by Louisville Metro for the opportunities it provided to the community and it received over $300,000 in grants during its time in operation;

WHEREAS, after the dissolution of KMBA, Rev. Elliott helped establish another organization with similar goals called Own Our Own (“O.O.O.);

WHEREAS, Rev. Elliott has received various recognitions and awards over the years including the Louisville Defenders “Real Black Men” Award and the Louisville Distinguished Citizens Award;

WHEREAS, Rev. Elliott has maintained membership in numerous organizations including, but not limited to, the Interdenominational Ministerial Coalition, the National Baptist Convention, NAACP, the Urban League, and Parkland’s Development Corporation; and

WHEREAS, for many years, Rev. Elliott has brought attention to the greater needs of many of the citizens in Louisville Metro, and continually provides a path for his followers that teaches each about making a difference in their own lives for the greater good of all.

 

NOW, THEREFORE, BE IT RESOLVED BY THE LEGISLATIVE COUNCIL OF THE LOUISVILLE/JEFFERSON COUNTY METRO GOVERNMENT (“COUNCIL”) AS FOLLOWS:

 

SECTION I.   Rev. James W. Elliott, Sr.’s service to Louisville Metro is hereby recognized with the placement of honorary street signs on Wilson Avenue at Hill Street and Beech Street in Louisville, Kentucky, and so designated as “Reverend James W. Elliott, Sr. Way.”

SECTION II:  The Department of Public Works is hereby directed to move forward with fabrication and installation of honorary signs upon the passage of this Resolution and the receipt of funds to cover the expense.

SECTION III:                      This Resolution shall take effect upon its passage and approval.
