AN ORDINANCE AUTHORIZING YEAR-END OPERATING BUDGET TRANSFERS BETWEEN VARIOUS AGENCIES FOR FISCAL YEAR 2016-2017 AND TO PROVIDE VARIOUS TRANSFERS AS DETAILED HEREIN.

BE IT ORDAINED BY THE LEGISLATIVE COUNCIL OF THE LOUISVILLE/JEFFERSON COUNTY METRO GOVERNMENT (“METRO COUNCIL”) AS FOLLOWS:
SECTION I: The following year-end General Fund budget transfers are hereby authorized within the Fiscal Year 2016-2017 Operating Budget:
SECTION II: In accordance with Ordinance No. 101, Series 2016, Part III, 2., the following interdepartmental General Fund budgetary transfer is authorized: $10,800 from Office of Internal Audit, $212,100 from Emergency Services, $13,300 from Criminal Justice Commission, $521,400 from Public Works & Assets, $367,700 from Human Relations Commission, $760,000 from Public Health & Wellness, $474,400 from Community Services, $227,500 from Louisville Free Public Library, $979,700 from Economic Development, $135,000 from Develop Louisville, $118,300 from Office of Performance Improvement, $157,600 from Human Resources, $98,200 from Jefferson County Clerk, and $20,700 from Commonwealth’s Attorney. The following departments are recipients of the following related transfers: $2,607,100 to Louisville Metro Police Department, $1,148,700 to Parks & Recreation, and $340,900 to Jefferson County Attorney.
SECTION III: The sum of $630,968.24 is hereby transferred from the General Fund to the Special Revenue Fund related to the following amounts:
A. $54,420.69 to Community Services
B. $543,138.02 to Develop Louisville
C. $33,409.53 to Public Health & Wellness
SECTION IV: The sum of $104,225.93 is hereby authorized from the Capital Cumulative Reserve Fund to the General Fund as it relates to interest in excess of the appropriated funding level for Fiscal Year 2016-2017:
A. Actual earned interest of $604,225.93 in Fiscal Year 2016-2017 relative to the budgeted interest of $130,000, creating a surplus of $474,225.93. $370,000 was previously appropriated per ordinance 115, Series 2017, Part III. General Provisions, P. The net surplus after this adjustment is $104,225.93.
SECTION V: The Metro Council has determined that the funds requested in this Ordinance will be expended for a public purpose.
SECTION VI: This Ordinance shall take effect upon its passage and approval.
