TITLE
A RESOLUTION OF THE LEGISLATIVE COUNCIL OF THE LOUISVILLE/JEFFERSON COUNTY METRO GOVERNMENT NOTIFYINGREQUESTING THE MAYOR OF THE LOUISVILLE/ JEFFERSON COUNTY METRO GOVERNMENT TO PRESENT THE FINDINGS OF THE SPACE UTILIZATION STUDY SO THAT THE RECOMMENDATIONS, INCLUDING THE FUTURE OF LMPD HEADQUARTERS, MAY BE INCLUDED IN THE FISCAL YEAR 2019 BUDGET PROPOSAL, AND EACH OF HIS EXECUTIVE DEPARTMENTS, OF ITS INTENTION TO POSTPONE THE VOTE ON ANY FUTURE BOND ISSUANCE, DEBT OBLIGATION, OR OTHER MAJOR FUNDING PROJECT UNTIL A PROPOSAL FOR A PERMANENT NEW OR SIGNIFICANTLY IMPROVED LOUISVILLE METRO POLICE DEPARTMENT HEADQUARTERS IS PRESENTED (AS AMENDED).

WHEREAS, a number of new projects have been announced by Mayor Fischer's administration;
WHEREAS, the Louisville/Jefferson County Metro Government ("Louisville Metro") has identified a deficit of $100,000,000 for road maintenance;
WHEREAS, Louisville Metro has identified a deficit of $72,000,000 for building maintenance;
WHEREAS, Louisville Metro has identified an annual deficit of $4,000,000 in Louisville Metro Parks deferred maintenance;
WHEREAS, the Louisville Metro Police Department ("LMPD") needs a new headquarters;
WHEREAS, in order to perform their critical work, LMPD must have adequate facilities;
WHEREAS, this is a particularly urgent issue for LMPD; and
WHEREAS, in the Fiscal Year 2018 Budget the Legislative Council of the Louisville/Jefferson County Metro Government (the "Louisville Metro Council") directed the Office of Fleet and Facilities Management to perform a study to include but not limited to the future use of the Police Headquarters and Fiscal Court Building and explore design of new space built, renovated or purchased.; and
