A RESOLUTION TO ENCOURAGE NEIGHBORHOODS, CITIES, NEIGHBORING GOVERNMENTS, AND HOSPITALS, THROUGHOUT JEFFERSON COUNTY TO JOIN LOUISVILLE METRO IN SUPPORTING THE CAPITAL FUND FOR CENTERSTONE KENTUCKY’S LIVING ROOM PROGRAM (AS AMENDED).

WHEREAS, the Living Room program is operated by Centerstone Kentucky and is currently a pilot program that has proven to be successful in providing a safe, calming space for adults with mental illness who are experiencing an immediate crisis;
WHEREAS, the Living Room program is beneficial to law enforcement agencies and hospitals in Jefferson County by diverting these adults from jails, emergency rooms, and inpatient hospitalization;
WHEREAS, such diversion not only provides more appropriate services to adults with mental illness but also saves law enforcement officers hours at the jail waiting to have these adults in crisis booked and saves hospitals time and bed space when the issue can be better addressed by mental health professionals such as those provided by the Living Room program;
WHEREAS, since the start of the pilot program in 2017, the Living Room program served 361 clients, though some return on a regular basis, and currently sees about 8 to 10 clients each day;
WHEREAS, Centerstone Kentucky has requested $1.325 million in funding for the fiscal year 2018-2019 in order for its doors to remain open; and
WHEREAS, Louisville Metro Council strongly supports the services and successes provided by the Living Room program and feels that the services and successes benefit all of Jefferson County and therefore financial assistance for the program should be shared with other neighborhoods, cities, and hospitals in our regionJefferson County.
NOW, THEREFORE, BE IT RESOLVED BY THE LEGISLATIVE COUNCIL OF THE LOUISVILLE/JEFFERSON COUNTY METRO GOVERNMENT (“LOUISVILLE METRO COUNCIL”) AS FOLLOWS:
SECTION I: Louisville Metro Council encourages the other neighborhoods, cities, and hospitals in Jefferson County to help fund the Living Room program’s capital campaign so that they able to remain open and provide their valuable services to all of Jefferson County.
SECTION II: This Resolution shall take effect upon its passage and approval.
