A RESOLUTION BY THE LEGISLATIVE COUNCIL OF THE LOUISVILLE/JEFFERSON COUNTY METRO GOVERNMENT SUPPORTING METRO TECHNOLOGY'S INCLUSION IN THE DEVELOPMENT OF A NEW CASE MANAGEMENT SYSTEM-KY COURTS 3.

WHEREAS, Metro Council is concerned with decreasing the level of human error between Louisville Metro Corrections and the current judicial order process; and
WHEREAS, Louisville/Jefferson County is a metropolitan city and Metro Council is concerned with the effect of the current paper system that has been in place for decades which has resulted in inconsistencies, incompleteness, a lack of audit trail, and individuals being detained longer and not being released in a timely fashion; and
WHEREAS, Metro Council requested an objective assessment/audit of the current judicial order process; and
WHEREAS, the audit found that there are nearly 550 court orders received every day in Jefferson County which amounts to 142,000 court orders received each year; and
WHEREAS, the audit also found that 23 of the 550 court orders received each day in Jefferson County required clarification before they could be implemented which amounts to 6,071 each year; and
WHEREAS, the audit recommended a new case management system-KY Courts 3 which would consist of either a single integrated automated information system or three different case management systems; and
WHEREAS, this case management system between the Courts, Clerk's Office and Corrections will automatically create an audit trail that allows Metro Government to easily investigate and identify where problems exists and would improve accuracy and clarity through standardization thereby decreasing human error; and
WHEREAS, Metro Council is requesting that Metro Technology would be included in the development of the new KY Courts 3 case management system.
