AN EMERGENCY A RESOLUTION CREATING THE COMMITTEE ON EQUITY AND INCLUSION AS A STANDING COMMITTEE OF METRO COUNCIL (AS AMENDED).

WHEREAS, the Louisville Metro Council recognizes that there is a long history of inequality and exclusion in Metro Louisville; and
WHEREAS the Louisville Metro Council desires to become an instrument of change regarding the systemic inequity and exclusion faced by people of color; and
WHEREAS, the Louisville Metro Council, desires to foster equity and inclusion throughout Metro Louisville; and
WHEREAS, the Louisville Metro Council wishes to be educated on the best ways to effect that change by organizations and individuals with certain knowledge and ideas; and
WHEREAS, to further these objectives, it is the will of the body that the special Committee on Equity and Inclusion, which convened on July 13, 2020, should be established as a standing committee with regular meetings to ensure that the city of Louisville continues to move forward in the areas of equity and inclusion; and
WHEREAS, it is the will of the body that, notwithstanding its general rules on the role of the Council President on committees, the President of the Louisville Metro Council may serve as a voting member of this important committee and, may, if the President so chooses, serve as chair or vice chair of the committee.; and
WHEREAS, this Resolution requires emergency consideration as authorized by Council Rule 7.01 in order that the standing Committee on Equity and Inclusion may begin its work expeditiously.
NOW, THEREFORE, BE IT RESOLVED BY THE LEGISLATIVE COUNCIL OF THE LOUISVILLE/JEFFERSON COUNTY METRO GOVERNMENT (“THE COUNCIL”) AS FOLLOWS:
SECTION I: Section 4A of the Council Rules is hereby amended as follows:
4A.05 Committee on Equity and Inclusion
The Committee on Equity and Inclusion is a standing committee composed in accordance with Rules 2.01(i), 4.01, and 4.03, and is responsible for the oversight of advancing equity across Metro through the creation of a platform for enhanced understanding leading to legislative solutions and systemic change.
SECTION II: Section 4.03 of the Council Rules is hereby amended as follows:
4.03 Committee Membership and Voting Rights
(e) In the Committee on Equity and Inclusion, the President may serve as a full voting member of the committee and may elect to serve as chair or vice chair of the committee.
SECTION III: The Committee on Equity and Inclusion will meet on the following dates in 2020:
July 27, 2020
August 10 and 24
September 21
October 12 and 26
November 9 and 30
SECTION IV: This Resolution shall take effect upon its passage and approval.
