A RESOLUTION HONORING THE LEGACY OF MR. RAY A. BARKER, SR. BY DEDICATING THE INTERSECTION OF CECIL AVENUE AND WEST BROADWAY AS MR. RAY A. BARKER, SR. “SIR FRIENDLY ‘C’” IN HIS HONOR.

WHEREAS, Mr. Ray. A. Barker, Sr. is a child of God and has been a member of Green Street Baptist Church since he was a child;
WHEREAS, Mr. Barker served his country as a Marine with the United States Marine Corp.;
WHEREAS, Mr. Barker served Louisville, KY as a police officer for over twenty (20) years with the Louisville Metro Police Department and as a corrections officer;
WHEREAS, Mr. Barker is better known as “Sir Friendly ‘C’ the Rapping Cop;”
WHEREAS, Mr. Barker has worked in the community with youth and young adults in promoting his anti-drug and anti-violence message for thirty (30) years with his non-profit organization-Sir Friendly “C,” Inc.;
WHEREAS, Mr. Barker was able to spread his anti-drug and anti-violence message to over 100,000 kids throughout Kentucky, Indiana and Tennessee with his non-profit;
WHEREAS, Mr. Barker’s after school youth program, Sir Friendly “C” Youth Corp, helped over 1000 kids graduate from high school and many to continue their education by attending college;
WHEREAS, Mr. Barker was an original member of the police band, Street Heat;
WHEREAS, Mr. Barker was named one of the Top Ten Cops in the Nation;
WHEREAS, Mr. Barker was a motivational speaker at many churches, organizations and schools and has received numerous awards, certificates and plaques, such as the Bell Award and Medal of Valor, for his acts of kindness;
WHEREAS, Mr. Barker is still active in the community serving on the Executive Kentucky Lottery Board, working with the organization Man Up, and speaking, singing and hosting different events;
WHEREAS, Mr. Barker continues to help people behind the scenes with new business ideas, struggles with school or home, or helping people find employment; and
WHEREAS, Sir Friendly “C,” Inc. participated in the Kentucky Derby Pegasus Parade for thirteen (13) years collaborating with Mrs. Anita Neil- founder and artistic director of the Lanita Rocknettes School of Dance.
NOW, THEREFORE, BE IT RESOLVED BY THE LEGISLATIVE COUNCIL OF THE LOUISVILLE/ JEFFERSON COUNTY METRO AS FOLLOWS:
SECTION I: Mr. Ray A. Barker’s (Sir Friendly “C”) service to Louisville Metro be honored with an honorary street sign for the intersection of Cecil Ave and West Broadway in Louisville, Kentucky, designated as Mr. Ray A. Barker, Sr. “Sir Friendly ‘C’”. The Department of Public Works is hereby directed to move forward with fabrication and installation of the honorary street sign upon the passage of the resolution and the receipt of funds to cover the expense.
SECTION II: This Resolution shall take effect upon its passage and approval.
