TITLE

A RESOLUTION DIRECTING THE PLANNING COMMISSION TO REVIEW THE COMPLETE STREETS PORTION OF THE COMPREHENSIVE PLAN AS ADOPTED IN 2019 (AS AMENDED).

                     WHEREAS, The Legislative Council of the Louisville/Jefferson County Metro Government (the “Council”) in 2019 passed Ordinance 128, Series 2019, “An Ordinance Amending Ordinance 15, Series 2008, The Complete Streets Policy And Adopting The Policy As An Amendment To Plan 2040, The Comprehensive Plan (Case No. 19AREAPLAN0001),” which made Metro’s Complete Streets Policy a part of Plan 2040; and

                     WHEREAS, a As part of that same ordinance, the Council created Section 5. Implementation and Reporting of the Complete Streets Policy to ensure uniform compliance with policy throughout Louisville Metro; and 

                     WHEREAS, Section 5.A.2 provided for a community engagement process for both the implementation of specific Complete Streets projects and ongoing communication with residents and businesses; and

                     WHEREAS, The Louisville Metro Department of Public Works (“Public Works”) determined that the best way to receive ongoing meaningful input from the public that creates a more comprehensive understanding of needs and opportunities is to create a Complete Streets Committee also known as the Complete Streets Coalition; and

WHEREAS, tThe Complete Streets Coalition will increase accessibility, coordination, equity, and transparency in the transportation and mobility systems infrastructure of Louisville Metro by allowing ensuring our community has a greater impact on the planning process a seat at the table; and

WHEREAS, mMost peer cities have a road safety committee whose membership includes community organizations, government agencies, and citizens; and

WHEREAS, Metro Council wishes to consider formally adopting a Complete Streets Coalition as part of the Complete Streets Policy including its mission, composition, and scope; and

WHEREAS, This newly established Complete Streets Coalition shall review a Complete Streets Checklist created by Louisville Metro Public Works Staff; and

WHEREAS, Some projects may be exempt from the Complete Streets Checklist due to various factors such as minimal expense/impact, and/or ongoing operational maintenance. The Complete Streets Coalition shall still be advised of the project; and

WHEREAS, The Complete Streets Coalition shall have the right to affirm that the Complete Streets Checklist, which is produced by the project manager, meets their standards or decide if further changes to the project need to be designed. If the project manager and the Complete Streets Coalition cannot reach agreement, the Director of Public Works shall act as the deciding vote; and

                     WHEREAS, A change to the Comprehensive Plan requires the Louisville Metro Planning Commission (the “Planning Commission”) be given an opportunity to hold a public hearing and issue recommendations to Metro Council for adoption;

NOW, THEREFORE, BE IT RESOLVED BY THE LEGISLATIVE COUNCIL OF THE LOUISVILLE JEFFERSON COUNTY METRO GOVERNMENT AS FOLLOWS:

 

SECTION I: The Planning Commission shall consider amendments to Section 5.A.2 of the Complete Streets Policy to reflect the makeup, powers, and duties of the Complete Streets Committee.

SECTION II: This Resolution shall take effect upon its passage and approval.
