WHEREAS, Metro Government provides aid and relief to the citizens of Louisville Metro and is eligible for direct grants or reimbursement through the American Rescue Plan (ARP) Act of 2021, or through the Commonwealth of Kentucky, for expenditures to address the continued impact of COVID-19 on the economy, public health, state and local governments, individuals, and businesses; and

WHEREAS, Metro Government wishes to take advantage of this opportunity.

NOW, THEREFORE, BE IT RESOLVED BY THE LEGISLATIVE COUNCIL OF THE LOUISVILLE/JEFFERSON COUNTY METRO GOVERNMENT (“LOUISVILLE METRO COUNCIL”) AS FOLLOWS:

 

SECTION I:  The Mayor is hereby authorized to accept funding in the form of direct grants or reimbursement from various economic relief packages approved by the American Rescue Plan (ARP) Act of 2021, either directly or through the Commonwealth of Kentucky, for expenditures to address the continued impact of COVID-19 on the economy, public health, state and local governments, individuals, and businesses.

SECTION II:                     Use of funds allocated to Louisville Metro Government under the American Rescue Plan (ARP) Local Fiscal Recovery Fund (FRF), for water, sewer, and broadband infrastructure and HOME ARP, shall require approval from the Louisville Metro Council.  All other funding received under the American Rescue Plan (ARP) Act of 2021 shall be administered by the Agency supporting the program(s) as specified in the federal agency agreement, with notice to the Metro Council Budget Committee, as soon as reasonable, of the receipt and planned use of the funds. A report shall be sent to the Metro Council Budget Committee at least quarterly on the status of all funds received under the American Rescue Plan (ARP) Act of 2021.

SECTION III:  This Resolution shall take effect upon its passage and approval.
