TITLE
A RESOLUTION TO APPROVE METRO COUNCIL'S RECOMMENDATIONS TO THE MAYOR FOR MEMBERSHIP ON THE CIVILIAN REVIEW & ACCOUNTABILITY BOARD.

WHEREAS, on November 19, 2020, Metro Council passed Ordinance No. 147, Series 2020 creating the Civilian Review & Accountability Board and the Office of Inspector General, and the Ordinance became effective on December 2, 2020; and
WHEREAS, Section II of that Ordinance provides that for each of three Board positions, the Mayor shall appoint from lists of recommendations provided by Metro Council, and requires Metro Council to provide the Mayor with a list of two names for each of the three positions; and
WHEREAS, to ensure experience and continuity over time, Section II further provides that the initial Board appointments shall be for staggered terms; and
WHEREAS, Section II authorizes Metro Council to make three initial board appointment recommendations, one for a term of one year, one for a term of two years, and one for a term of three years; and
WHEREAS, every board member appointed to an initial term of any length is eligible to be reappointed to a full three-year term;
WHEREAS, Metro Council received submissions of interest from many qualified individuals.
NOW, THEREFORE, BE IT RESOLVED BY THE LEGISLATIVE COUNCIL OF THE LOUISVILLE/JEFFERSON COUNTY METRO GOVERNMENT ("METRO COUNCIL") AS FOLLOWS:
SECTION I: Metro Council recommends the following individuals for appointment to the Civilian Review & Accountability Board. Recommendations for each position are listed in alphabetical order and reflect no preference or ranking by Metro Council:
(a) For a term of one year:

Mark McCoy
(b) For a term of two years:
Scott Dickens
Sherlena Watkins
(c) For a term of three years:
Charles Keyes
Richard Pearson
