AN ORDINANCE RELATING TO THE REAPPORTIONMENT AND REDISTRICTING OF THE 26 DISTRICTS OF THE LOUISVILLE/ JEFFERSON COUNTY METRO COUNCIL PURSUANT TO KRS 67C.103 AND 67C.135. (AS AMENDED)

WHEREAS, KRS 67C.135 requires the Louisville/ Jefferson County Metro Council (“Metro Council”) to initiate reapportionment proceedings in May of the first year following the decennial census and the Metro Council Ad Hoc Committee on Redistricting held its first meeting on July 28, 2021; and
WHEREAS, KRS 67C.103 requires the Metro Council to distribute the population among the council districts as nearly equal as is reasonably possible; and
WHEREAS, in accordance with KRS 67C.135 and KRS 424, the Metro Council published notice of the planned reapportionment; and
WHEREAS, the Metro Council Ad Hoc Committee on Redistricting held meetings at City Hall and published redistricting information on the Metro Council website; and
WHEREAS, the Metro Council has met the requirements of federal and state law, including KRS 67C.103 and KRS 67C.135.
NOW, THEREFORE, BE IT ORDAINED BY THE LEGISLATIVE COUNCIL OF THE LOUISVILLE/JEFFERSON COUNTY METRO GOVERNMENT (“THE COUNCIL”) AS FOLLOWS:
SECTION I: Attached is a 94 96-page document that sets out the list of all Jefferson County precincts (or partial precincts) and places each of those precincts (or partial precincts) into one of the 26 Louisville/Jefferson County Metro Council districts. That 94-96-page document (titled Redistricting of the 26 Metro Council Districts for the Louisville/ Jefferson County Metro Council - Precincts and dated October 22 November 3, 2021) is hereby adopted and incorporated herein by reference as if fully set forth. The 26 district boundaries are hereby reapportioned and redistricted in accordance with that 94-96-page document.
SECTION II: Attached is a 10 17-page document that sets out the list of all Jefferson County census blocks and places each of those census blocks into one of the 26 Louisville/Jefferson County Metro Council districts. That 10 17-page document (titled Redistricting of the 26 Metro Council Districts for the Louisville/ Jefferson County Metro Council - Census Blocks and dated October 19 November 3, 2021) is hereby adopted and incorporated herein by reference as if fully set forth. The 26 district boundaries are hereby reapportioned and redistricted in accordance with that 10 17-page document.
SECTION III: Attached are 27 maps. The first is a map of Louisville/Jefferson County Metro that depicts all of the 26 Metro Council districts; that map is followed by 26 individual maps separately depicting each of the 26 Metro Council districts; each individual district map is labeled “Amended Redistricting Update 2020”. These 27 maps are hereby adopted and incorporated herein by reference as if fully set forth. The 26 Metro Council district boundaries are hereby reapportioned and redistricted in accordance with these maps.
SECTION IV: This Ordinance shall take effect upon its passage and approval or otherwise becoming law.
