A RESOLUTION OF THE LEGISLATIVE COUNCIL OF THE LOUISVILLE/JEFFERSON COUNTY METRO GOVERNMENT EXPRESSES NO CONFIDENCE IN THE LEADERSHIP OF LOUISVILLE METRO DEPARTMENT OF CORRECTIONS DIRECTOR DWAYNE CLARK AND HIS EXECUTIVE STAFF.

WHEREAS, on September 28, 2021, the officers of Louisville Metro Department of Corrections FOP, the collective bargaining unit for the officers of Louisville Metro Department of Corrections ("Metro Corrections"), voted 216 to 6, that they had No Confidence in Director Clark and his Administration; and
WHEREAS, Director Clark and his administration have consistently failed to exhibit good leadership skills; and
WHEREAS, Director Clark failed to aggressively address recruitment and retention issues at Metro Corrections, and now there are over 130 sworn vacancies and the health and safety of the staff and incarcerated residents is now in jeopardy; and
WHEREAS, in the past 12 months, Metro Corrections has experienced 6 deaths, 5 of which have occurred since November of 2021; and
WHEREAS, Director Clark has repeatedly failed to aggressively address contraband being smuggled into Metro Corrections; and
WHEREAS, Director Clark and his executive staff have allowed the morale of the officers under their watch to deteriorate to dangerous levels through unprofessional leadership practices.
NOW, THEREFORE, BE IT RESOLVED BY THE LEGISLATIVE COUNCIL OF THE LOUISVILLE/JEFFERSON COUNTY METRO GOVERNMENT ("COUNCIL") AS FOLLOWS:
SECTION I: The Council with this Resolution expresses a vote of NO CONFIDENCE in the leadership of Metro Corrections Executive Staff.
SECTION II: This Resolution shall take effect upon its passage or approval or otherwise becoming law.
