TITLE

A RESOLUTION IN SUPPORT OF BETTER PUBLIC HOUSING MANAGEMENT AND MAINTENANCE.

WHEREAS, consistent management and maintenance failures at Louisville Metro Housing Authority (“LMHA”) properties have led to increased tenant complaints and tenant organization activity;

WHEREAS, the Legislative Council of Louisville/Jefferson County Metro Government (“Council”) recognizes LMHA contracts with The CT Group, LLC, a Maryland company, or its subsidiaries or assignees, to perform many of the management and maintenance duties at LMHA’s properties;

WHEREAS, Council recognizes The CT Group, LLC employs Louisville Metro citizens, and that management or maintenance lapses are rarely attributable to front line staff; and

WHEREAS, Council recognizes LMHA is subject to federal laws, regulations, and regulatory agreements that bind its decisional authority to receipt of certain federal funding.

NOW, THEREFORE, BE IT RESOLVED BY THE LEGISLATIVE COUNCIL OF THE LOUISVILLE/JEFFERSON COUNTY METRO GOVERNMENT (“COUNCIL”) AS FOLLOWS:   

 

Section I: The Council requests that LMHA terminate its current contract for services with The CT Group, LLC, or CT Associates, Inc., or any subsidiaries or assignees currently responsible for managing and maintaining LMHA properties, at LMHA’s earliest lawful opportunity, and to cease to further contract with this Company.

Section II:                     The Council requests that LMHA attempt to limit the effect of any cancellation of services with The CT Group, LLC, its subsidiaries or assignees, by offering LMHA positions to those frontline staff from The CT Group, LLC that assisted LMHA to manage or maintain its properties.

                     Section III: This Resolution shall be effective upon its passage and approval or otherwise becoming law.
