AN ORDINANCE APPROVING A SIXTH ROUND OF THE AMERICAN RESCUE PLAN (ARP) LOCAL FISCAL RECOVERY FUNDING TO VARIOUS LOUISVILLE METRO GOVERNMENT DEPARTMENTS TO ADDRESS THE CONTINUED IMPACT OF COVID-19 ON THE ECONOMY, PUBLIC HEALTH, STATE AND LOCAL GOVERNMENTS, INDIVIDUALS, AND BUSINESS (AMENDMENT BY SUBSTITUTION).

WHEREAS, $58,858,000 in American Rescue Plan funding currently remains to be appropriated by Metro Council; and
WHEREAS, there are currently projects for which ARP funding is being requested which exceed the remaining available ARP funding; and
WHEREAS, the Covid pandemic has exacerbated the critical need to bolster the health care work force in Metro Louisville, which will require significant resources be directed toward training the health care workers of the future; and
WHEREAS, the American Rescue Plan workforce work group has recommended $40,000,000 of funding to address this critical need; and
WHEREAS, after addressing the health care work force need, there will remain $18,800,000 of American Rescue Plan dollars to be appropriated; and
WHEREAS, because Metro Council desires all other projects to be eligible for consideration for the remaining $18,800,000 in this sixth and potentially final round of ARP funding, it has included all of them in the current Schedule A for discussion purposes, with the intent that Metro Council will approve American Rescue Plan expenditures totaling no more than the remaining $58,858,000 balance of American Rescue Plan funding.
NOW, THEREFORE, BE IT ORDAINED BY THE LEGISLATIVE COUNCIL OF THE LOUISVILLE/JEFFERSON COUNTY METRO GOVERNMENT AS FOLLOWS:

SECTION I: The sixth round of funding to the Louisville Metro Government Office of Management and Budget set forth in Schedule A, attached hereto, is approved for Fiscal Year 2022-2023.
