WHEREAS, property within the 100 block of West Main Street and Washington Street known as "Whiskey Row" has been redeveloped into a tourist destination showcasing the rich history and traditions of the City of Louisville and the Commonwealth of Kentucky, and providing a unique shopping, dining, and hospitality venue; and
WHEREAS, owners of property within Whiskey Row have formed Whiskey Alley, Inc., to further promote Whiskey Row's status as a world-class destination that will enhance the experience of visitors to the KFC Yum! Center, the Kentucky International Convention Center, and the area's other attractions by offering outdoor music, dining, and beverage options in a unique, pedestrian-friendly atmosphere in the cultural center of the region; and
WHEREAS, Louisville Metro Government seeks to create an Entertainment Destination Center for which Whiskey Alley, Inc., will apply for a license from the Kentucky Department of Alcoholic Beverage Control; and
WHEREAS, Section 243.030(21) of the Kentucky Revised Statutes authorizes the issuance of an Entertainment Destination Center License by the Kentucky Department of Alcoholic Beverage Control; and
WHEREAS, the state ABC regulations require that Louisville Metro enact an ordinance with the geographic boundaries of the Entertainment Destination Center and a determination that the licensed premises would aid economic growth and tourism in the city (804 KAR 4:370); and
